Now the fitness status will depend not only on the diagnosis, but also on the impairment of functions due to it. In particular, a person liable for military service who had an ulcer can be either exempted from conscription or declared fit by the Military Military Commission.

In Ukraine, the “restricted fit” status has been officially abolished. Now each person liable for military service can only be recognized as “fit” or “unfit”. Director of the Department of Health of the Ministry of Defense Oksana Sukhorukova spoke about this in more detail on the air of “Suspilne” on May 4.

“The fit ones are those who are fully fit or fit for service in certain military units. At the same time, the fitness criteria have been revised. There is a combination of the International Classification of Diseases, 10th edition, and the degree of dysfunction,” she noted.

Mobilization 2024: Determining Suitability

Sukhorukova explained that the diseases are divided into groups. Each of them has several categories, usually severe, moderate and mild.

“In this regard, there is a determination of suitability or unsuitability or suitability for passage in individual parts,” she added.

The status will depend not only on the diagnosis, but also on the degree of dysfunction. The eligibility criteria are also combined according to the principle of “disease – degree of dysfunction.”

“The order has 86 groups, in which more than 70 points include the clause “unsuitable”, in which there are about 5,000 diagnoses. In each group there can be both completely suitable and completely unsuitable,” said the leader.

Mobilization 2024: concrete examples

If a person liable for military service had an ulcer and only a scar remained, he will be considered fit. However, if the ulcer was complicated, and the person underwent surgery with the removal of a significant part of the stomach, he will receive the “unfit” status.

Amputations at any level other than the hand, foot and fingers are guaranteed to be unfit. Anyone who is missing an eye or diagnosed with blindness in one eye will have the same status.

The new approach to unit-specific eligibility status does not mean that just because a person can be assigned to a medical unit, they will serve as a medic. The position also depends on the specialty indicated in the military registration documents.

“We are talking about a person’s ability, due to his limited or not functions, to perform certain tasks,” Sukhorukova emphasized.

Mobilization 2024: if things get worse

In the event of a deterioration in health, military personnel can contact their commander with a corresponding report.

“The commander of a military unit can send a serviceman both for treatment and to undergo a military medical examination,” a representative of the Ministry of Defense clarified.
