Pensions in Ukraine – how the purpose of payments has changed

Pensions in Ukraine - how the purpose of payments has changed War in Ukraine news

In Ukraine, the mechanism for restoring payments for Crimeans has been simplified. Work in Russia will not be counted towards the length of service when assigning a pension, the Ministry of Social Policy said.

In Ukraine, some citizens will be assigned pensions in a new way. This applies to those who lived in the temporarily occupied territories or worked abroad. The Ministry of Social Policy spoke about this in more detail.

After the start of a full-scale invasion, Ukraine broke off diplomatic relations with Russia, as a result, contacts and document flow ceased, so the exchange of documents that would certify work experience and the amount of earnings is impossible. Citizens who moved from BOT could not confirm that they do not receive a pension from the Pension Fund of the Russian Federation in order to assign payments in Ukraine.

Ukraine also withdrew from the Agreement between the CIS member states on guarantees of the rights of citizens regarding pension provision. Therefore, Ukrainians who worked in the Russian Federation, Belarus, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan could not include periods of work in their length of service in Ukraine. This led to a reduction in pension rights and the size of pensions.

On April 25, the Rada adopted Law No. 9453, which solves these and other problems in the field of pensions. Namely, the mechanism for restoring pension payments for Crimeans was simplified and the requirement to obtain information from the Pension Fund of the Russian Federation was canceled. Therefore, those who moved from Crimea must submit an application indicating that the person does not receive payments in occupied Crimea and wants to receive them in territory controlled by Kyiv. To calculate pensions, you need to provide a work book or pension file (if available).

In addition, work experience obtained in another country will be taken into account, even if a pension agreement has not been concluded with this state. To do this, you need to submit a document confirming work abroad to the PFU. But to determine the size of the pension, only contributions/USTs paid in Ukraine will be taken into account. However, work in the Russian Federation after 2014 will not be counted as length of service in Ukraine.

Let us remind you that citizens can increase the size of their future pension. To do this, you need to refuse to retire at age 60 and continue to work.

Earlier it became known that some pensioners may receive an increase in May. This applies to those who are 70 years of age or older and whose pension does not exceed UAH 10,340.35.
