According to analysts, the occupation authorities of the Luhansk region continue their efforts to militarize and indoctrinate Ukrainian youth who remain in Russian-controlled territories.

In hospitals in the occupied Lugansk region, Russians threaten mothers of newborn children. The occupiers want to take away the babies if the parents cannot prove that at least one of them has Russian citizenship. This was reported by the American Institute for the Study of War (ISW).

The May 3 report said such Russian actions violated Article II(d) of the Convention on the Prevention of the Crime of Genocide.

According to the head of the Lugansk military administration, Artem Lysogor, starting from May 6, 2024, mothers who give birth in hospitals in the occupied Luhansk region will have to confirm the citizenship of the Russian Federation for at least one of the parents. Otherwise, newborns will not be discharged from the hospital.

Analysts say the Convention on the Prevention and Punishment of the Crime of Genocide defines genocide as “the introduction of measures aimed at preventing births in a group.”

The report states that the occupation authorities of the Luhansk region also continue efforts to militarize and indoctrinate Ukrainian youth who remained in Russian-controlled territories.

It is reported that the so-called “LPR” announced on May 1 that they were developing a new textbook for teaching the “modern history” of the Lugansk region. Of course, the textbook will comply with Russian education standards.

In addition, as experts noted, the same thing is happening in the occupied part of the Zaporozhye region. Thus, occupation official Vladimir Rogov said on May 2 that 200 children took part in the military-patriotic games of the Russian military-patriotic youth organizations “Movement of the First” and “Yunarmia” in Berdyansk and Melitopol.
