Processes dangerous to democracy are taking place. This is how the opposition of the Seimas assesses Linas Pernavos’ possible appointment as head of the Special Investigation Service (STT). The opposition says that the most important law enforcement agencies are concentrated in a narrow community of colleagues from the police. It turned out that L. Pernavas and his deputies are inviting a former colleague from the police to the STT. L. Pernavas has already found himself in the eyes of ethics watchdogs. About this – in the LNK report.

Three weeks ago, L. Pernavas arrived in the Seimas in a Bolt car. Then he visited there just to present himself as a candidate for the leadership of STT. However, he admitted that he had also driven an official STT car, although he is not yet in charge of STT.

“Yes, I used it because I was in a meeting with colleagues,” he did not deny.

STT commented that after the meeting, L. Pernavus needed to go in the same direction as the STT agents: “After the meeting, he was simply picked up on the way.”

The Supreme Commission for Official Ethics (VTEK) has received the complaint and is deciding whether to open an investigation.

“Regarding the use of a car when Mr. Linas was a candidate for the position of head of STT. Last week, the commission made a decision to gather more information. After receiving additional information, the commission will decide whether or not to start an investigation”, confirmed VTEK chairman Gediminas Sakalauskas.

The Seimas has already approved the candidacy of L. Pernavos for the position of head of STT. All that is missing is the final signature of the president. The Seimas initially had questions about whether it was good that another service would be headed by a person from the police system.


“If you invite people from the same system, then a certain very narrow approach is formed and sometimes you don’t even see simple details,” Algirdas Butkevičius expressed his opinion.

Now the opposition has even more questions, because L. Pernavas and STT invite the former head of the Police Immunity Board, Elanas Jablonskas, to his deputies.

“Yes, I can confirm that I have received an offer from L. Pernavos regarding the possibility of forming a team. There is no answer or agreement yet, conversations and discussions are still going on,” E. Jablonskas assured.

“It’s an open secret here. It’s just a pity that the head of STT, approved by the Seimas, but not yet appointed, denied this information all the time in the Seimas factions”, commented Saulius Skvernelis, the chairman of the Democratic Union “Vardan Lietuvos”.

E. Jablonskas is now a politician, the deputy minister of justice chosen by Evelina Dobrovolska of the “liberty”.

“If a politician comes to that company, what kind of depoliticization of STT can we talk about?” It will be a completely political institution”, said S. Skvernelis.

The deputy head of STT will have to be appointed by President Gitanas Nausėda. There are those who ask whether the “political cooling” raised by G. Nausėda himself should not apply when Deputy Minister E. Jablonskas returns to law enforcement.

“In general, the practice of returning from politics to institutional service is flawed,” the chairman of “Vardan Lietuvos” shared his insights.

“You know, political cooling is such a concept in our country, which is juggled by whoever wants, as they want,” said Seimas member Andrius Mazuronis.

Eimutis Misiūnas, one of the former ministers of internal affairs, has been cooling off politically for the third year. Appealed Lithuania to the Court of Human Rights, because after the president’s order to “cool down politically”, he still cannot return to his position as a judge.

“A full legal crackdown. Looking, let’s say, from the eyes of a lawyer, it would be the same as proposing to legalize the concept of legal confrontation, so that we allow the president or other politicians to deal with a few disagreeable persons during their term of office,” he complained.

Vice-minister E. Jablonskas says whether he should “cool down politically” is for L. Pernavas, who is inviting him to STT, to decide, who comments as follows: “For me, the most important thing is a person’s competence and his/her professional and personal qualities.”

S. Skvernelis, who came from the same police system, does not find it normal that now the three essential law enforcement institutions that carry out criminal intelligence – the police, FNTT and STT – are headed by people with long-term career ties in the police.

“We can make various assumptions. Various elections are coming up. Institutions that conduct criminal intelligence are politicized,” he says.

However, the chairman of VTEK believes that such connections in themselves do not mean anything bad.

“If the son was chosen as a deputy, then this issue would be taken care of, but here we are talking about collegial relations. Another thing is that Lithuania, let’s face it, is a small country, so collegial relations bind everyone together”, said G. Sakalauskas.
