Business apartments to appear in Minsk Gazprom Center – REFORM.by

The construction project of the Gazprom Center in Minsk at the crossroads of Filimonova Street and Independence Avenue is getting a new breath. Decree No. 162 of June 1 was published on the National Legal Internet Portal. He is amending the 2013 decree on the construction of the Gazprom Center. The document entered into force from the date of its signing. The Minsk City Executive Committee was instructed to conclude an additional agreement to the investment agreement with Gazprom Transgaz Belarus.

Under the new decree, Gazprom Transgaz Belarus is exempted from paying penalties for non-compliance with the deadline for the implementation of an investment project, accrued before the date of entry into force of the decree. In addition, the company is exempt from rent for the land plot for the complex from July 1 to December 31, 2028.

The investment project implementation period is extended until 2027.

From other changes in the decree, it follows that Gazprom Center is allowed to build business apartments, which are understood as multifunctional premises. During their construction, one can be guided by the norms and rules defined for administrative premises and residential premises.

Also, in accordance with the decree, owners, tenants, lessees of business apartments, as well as his family members, close relatives, disabled dependents can register in such premises (registration at the place of stay). A list of documents for registration has been established.

The investment agreement on the construction of the complex also establishes the right of the investor to change the functional composition of the multifunctional complex, its individual parts, including before the completion of their construction. Changes must be agreed with the Minsk City Executive Committee and comply with urban planning regulations and environmental requirements. They should not lead to a decrease in the volume of investments provided for in the investment agreement.

Gazprom Center began to build in the last decade. Its construction has already stopped. Then it was resumed, the general contractor was found – the Italian company Codest. The center is expected to be completed in 2020. However, this did not happen. In 2021, work on the site was suspended.
