Garut Regent Admits Difficulty Paying PPPK Salaries

KBR, Jakarta – The Garut Regency Government, West Java, admits that it is difficult to pay the salaries of 8,000 teachers and health workers who have been appointed Government Employees with Work Agreements (PPPK). Garut Regent Rudi Gunawan said that to cover the salary, the regional government had to stop the development program. The total development budget diverted to pay employee salaries amounted to IDR 560 billion.

“Right now there is IDR 560 billion shifted, which previously had to be used for capital expenditures such as infrastructure, now they have switched to operational expenditures. So we are very heavy, no there is no money, what previously did not pay 8,000 people has now switched. Now, Disdik will have 4,000 later maybe the number will increase by around 10,000,” said Regent Rudy Gunawan.

Garut Regent Rudy Gunawan hopes that the central government can increase the general allocation fund to pay the salaries of teachers and health workers. The reason is because Garut’s own-source revenue (PAD) is quite small and cannot be increased. Garut Regency received a general allocation fund from the central government of IDR 1.7 trillion.

In addition to employee salary expenses, Rudy has also raised the cost of elections and local elections which use the regional budget of up to IDR 100 billion.

“Not to mention that next year we have to pay IDR 100 billion to the KPU (for the election budget) and our money has run out,” said Garut Regent Rudy Gunawan, Wednesday (5/4/2023).

“I have discussed this matter with the central government, but there has been no solution to increase the DAU,” he concluded.

Previously, the Directorate General of Fiscal Balance (DJPK) of the Ministry of Finance (Kemenkeu) allocated a budget of IDR 396 trillion for the 2023 General Allocation Fund (DAU). Of this amount, the budget for the salaries of Government Employees with Work Agreements (PPPK) amounted to IDR 25.74 trillion.

The Director General of Fiscal Balance Luky Alfirman said at the DJPK Hearing (RDP) with the Finance Commission of the DPR that the 2023 DAU value was divided into two, namely the DAU for which the use was not determined at Rp. 286.76 and the DAU for which the use was determined at Rp.

The DAU is determined to be allocated for the health sector in the amount of Rp. 26.03 trillion and in the education sector in the amount of Rp. 40.06 trillion.
