The boy who is suspected of the massacre at the elementary school “Vladislav Ribnikar” in Belgrade cannot be held criminally responsible, and lawyer Marko Anđelković Slijepčević says that one of the scenarios would be his secret release from a psychiatric institution.
Eighth-grade students of “Vladislav Ribnikar” Primary School, like all other eighth-graders in Serbia, will take a small graduation exam, i.e. a test in their native language, mathematics and the chosen subject, but the Ministry of Education is considering two variants of concessions that these children could use when enrolling in the desired high school, it is learned.
According to the sources, the junior high school graduation is a legal obligation, and there is no possibility that the eighth graders from Ribnikar, where the unprecedented massacre took place on May 3, will not take three tests for enrollment in high schools.
The Ministry is considering options that would make it easier for them to enroll in school. The first is to add a certain legal percentage to the points obtained in the final exam. Another option is for certain schools to increase the number of students they receive by five. The Ministry will see how many children want to go to which schools and based on that, they will talk to certain schools to increase the number of students.

– The decision to transfer the children from Ribnikar to another school should have been made earlier because every return to their school is a disturbance. The children also went to funerals and are experiencing trauma with a capital T. I don’t know how they can learn in such a state, they need to be supported because everything is still fresh – says Dragana Ivanović.
She also commented on psychological help for children and parents, especially for department VII/2.
– I am not involved in those teams, and my position is that the emphasis should be placed on the fact that everyone who is affected by trauma should be involved in working with trained experts who specialize in trauma. I don’t know how involved they are, but it is necessary for a professional to be educated in this area – adds Ivanović.
The psychologist also commented on another form of support for children through workshops.
– When these kinds of programs are designed, they should be made in a professional manner. They should certainly include people who are educated to work with trauma. It’s all right to read to children, but some content can be triggers for children to relive the trauma – believes Ivanović.
Lawyer Marko Anđelković Slijepčević followed up on the events at the school from the legal aspect.
– I have always been in favor of fair play in life and the children who went to Ribnikar do not have the conditions to participate in a fair competition to enroll in high school and the fairest thing is to allow them to enroll in the school they want. I am aware that going back to school gives them PTSD, the school should have been closed earlier. I am not for the responsibility of people who have nothing to do with the event. Possibly the director and the psychologist should resign, the rest was unnecessary. Here the responsibility may possibly lie with the family, not with the system and the state. I grew up with games and horror movies, I visit shooting houses, but it never occurred to me to kill innocent people – says Anđelković Slijepčević.
The lawyer also commented on the testimony of the nanny who worked for the killer boy’s parents.
– A witness is the most unreliable means of evidence. He is a man, he is subject to manipulation, it depends on the circumstances he testifies about. Based on the information I have, I see no basis for child neglect. The omission is causing a general danger because the weapon was not adequately secured. However, I would not qualify the case itself because I do not deal with it – the lawyer added.
He also referred to the proceedings against the parents of minors, perpetrators of mass murder.
– The Public Prosecutor’s Office is organized like the police, it has a chief who manages the deputies. The handling of this case was taken because of its importance, the Higher Public Prosecutor’s Office in Belgrade is of the greatest importance in Serbia. The proceedings may be joined, it depends on the circumstances, but I think the mother and father will be tried separately.
When it comes to the pernicious influence of social networks and the latest morbid applications that glorify mass murderers, Ivanovic says:
– A great tragedy happened, the first time in our country. The media did not manage because they gave the popularity of this child, and at the same time, Mladenovac is being neglected. In other countries, the names and pictures of the perpetrators are not presented at all. It is given too much importance here. There will always be someone who will make an application to glorify the killer, especially since there was too much unverified information – believes Ivanovic.
She also denied that our children lack empathy.
– Empathy is present, it is a generalization that it is not so. You see how children in other schools behave, even parents are afraid to send their children to schools. I don’t know how many staff we have for that, but other schools should be included in it and not only until the holidays, but continue for years because this is a big trauma – says Ivanovic.
The Ministry proposed the dismissal of the director, and the lawyer explained what her responsibility could be.
– Her responsibility is in the sphere of administration and morality. I don’t see any possibility of criminal liability. If there were some omissions, I don’t even see a violation, the educational inspection will analyze it. I think it will all end with her resignation.
According to available information, the boy is still under psychiatric observation.
– The court decision that is made is to keep a person in a psychiatric institution against their will, and there is a legal solution for that. Not even the police can enter your house and take the child, only the court and the court’s decision. Other bodies only help in implementing that decision. The boy will be detained until they determine that he is not a danger to the wider community and to himself. My opinion is that one day he will come out secretly, no one will know, he will change his identity and go abroad. I will remind you that not only he is at risk, but also his family. Whether it will be, we don’t know, but if he is released, my guess is that it will be.
