The CP suggests that the bank, from which the citizen buys an apartment with a mortgage loan from the primary market, should not give the loan in full to the developer, but transfer 25 percent of it, and the remaining 75 percent when the apartment is built and handed over to the owner. Let’s explain that when a citizen buys a house with a mortgage, he pledges the property contracts signed on the unbuilt apartment to the bank, and the bank transfers the loan amount to the owner. What is the rationale for such a change, the project does not mention, as if it is in the citizen’s interest that no developer “kicks” him. However, after the first reading, a storm arose in the field, according to experts, if this proposal becomes a law, then a tombstone can be placed on the construction industry, because a monopoly will be formed in the field, and apartment buildings will be built only by dollar billionaires and oligarchs, because it is no secret that developers they complete the work with the money received from the bank.
This law also caused a fight within the government, economists claimed that this would cause great damage to the sector and suggested Papoyan to withdraw from it, but the latter, putting both feet in one skin, insisted on his own, so they decided to have a closed discussion with the stakeholders. .
