Civic Platform spokesman Jan Grabiec published a document on the Internet, which shows that the National Fund for Environmental Protection and Water Management several times refused to help the president of Zielona Góra in financing the liquidation of the waste warehouse.

“The governmental National Fund for Environmental Protection and Water Management has repeatedly refused to help the local government in the disposal of the landfill in Zielona Góra. At that time, the same fund found over 40 million for Tadeusz Rydzyk’s ‘works’, wrote Jan Grabiec, spokesman for the Civic Platform, on Twitter. The politician shared the answer of the president of Zielona Góra to the interpellation of the city councilor Jacek Legutowski from May last year.

The city office informs in it that in October 2021, a tender procedure was initiated for the liquidation of a hazardous waste warehouse in Przylepa. Four offers were received – the cheapest of them for almost PLN 31 million gross, and the most expensive for over PLN 44 million gross.

“The amount of PLN 10 million has been reserved in the budget of the City of Zielona Góra for the removal and utilization of waste, which is insufficient to carry out the project. Due to the significant excess of the financial capacity of the City of Zielona Góra intended for this purpose, the tender procedure was annulled.

Repeated requests from the president to the National Fund for Environmental Protection and Water Management

It was also noted that since 2016, Mayor Janusz Kubicki had been asking the National Fund for Environmental Protection and Water Management for information on the possibility of co-financing the removal of waste. “In response, the National Fund for Environmental Protection and Water Management in Warsaw informed that it did not have the funds to co-finance such projects. At the same time, he also informed that the Fund may grant loans on preferential terms. However, loan forgiveness was only for Beneficiaries who own real estate. The city did not meet this criterion.

The letter further shows that in 2021 the president twice applied to the National Fund for Environmental Protection and Water Management with a request to “indicate the possibility of non-returnable funding for the liquidation of the waste warehouse”.

“In response to the letter (…), the National Fund for Environmental Protection and Water Management informed that it was implementing a priority programme 2.8. Removal of abandoned wasteunder which projects consisting in the removal and management of improperly stored or stored waste may be financed, along with the remediation of the earth’s surface in terms of the effects caused by the impact of the removed waste, however, the call for applications ended on December 18, 2020.” – we read further. At the same time, the Fund indicated that another recruitment will be announced.

“In connection with the above, in the letter of December 9, 2021, I applied again for financial support for the liquidation of the hazardous waste warehouse. In a letter of December 28, 2021, the National Fund for Environmental Protection and Water Management informed that work on evaluating the above-mentioned priority program is still underway, so that it does not encourage criminal activities and enables effective intervention in particularly demanding situations, writes President Kubicki.

Further letters, in April 2022, were sent by the mayor of the city to the Marshal of the Lubuskie Voivodeship, the Minister of Climate, the Lubuskie Voivode, the Staroste of the Zielona Góra Poviat and the National Fund for Environmental Protection and Water Management. The marshal and the voivode informed that they did not have the funds for this purpose. The National Fund for Environmental Protection and Water Management gave the same answer as before.

Grabiec also shared the entry of journalist Bianka Mikołajewska, who listed government expenditures from the budget reserve. She recalled that the almost PLN 30 million for the Crusade Center for Human Liberation, PLN 20 million for campaigns promoting government activities, PLN 10.5 million for the Pantheon of Great Poles in the Temple of Divine Providence, PLN 10 million for the purchase of equipment for the outdoor performances “Orzeł i Krzyż” and PLN 8 million for the Memorial Park built on the initiative of Tadeusz Rydzyk.
