In Sevastopol, a number of lawsuits are ongoing related to the early termination of the agreement on activities in the free economic zone. This was reported in the response of the Department of Economic Development of Sevastopol to a request from ForPost.

The agency did not specify exactly how many legal entities may still lose the status and privileges of a FEZ resident by a court decision, however, they noted that the opening of court proceedings was preceded by violations identified during control measures.

Recall that in the period from 2015 to 2023, about 200 legal entities were excluded from the register of participants in the free economic zone, that is, almost a third of the total number of residents.

Most of them – 85 participants, did not seem to want to give up tax benefits and land plots leased without auction (such a privilege is possible for residents of the FEZ), and therefore the department had to seek termination of the contract through the courts.

Slightly fewer residents (83 participants) voluntarily renounced the honorary status – by agreement of the parties, 29 legal entities were liquidated or reorganized, in two cases the agreement on participation in the FEZ simply expired.

It is important to understand that in the vast majority of such cases, we are talking about unrealized investment projects, as well as uncreated jobs that the city was counting on.

At the request of ForPost journalists, employees of the Department of Economic Development compiled a list of five projects that were never created by former participants in the FEZ.

A kind of antitope of non-embodied ideas is as follows:

  1. “Development of activities in wholesale trade, cargo transportation, rental of vehicles and own non-residential premises, as well as cargo handling and warehousing”;
  2. “Organization and development of wholesale trade”;
  3. “Development of an investment and construction enterprise”;
  4. “Sevastopol center for the collection, processing and sale of scrap”;
  5. “Construction, repair, reconstruction of buildings and structures.”

Recall: a little earlier, the Sevastopol Arbitration Court decided to deprive Astra-Pro LLC of the status of a resident of the free economic zone. This company was supposed to establish the production of plastic products in the city, but did not fulfill its obligations in full.
