What do the 23 large public companies that will become joint stock companies, or LLCs, own?

Posta Srbije has facilities and parts of facilities in 145 municipalities in Serbia, Srbijagas owns – the majority and the minority – eight companies, JP PEU Resavica uses more than 4.6 million square meters on 1,672 cadastral plots, public companies in national parks manage thousands hectares, many of which belong to the protected area of ​​international and national importance.

The transfer of property from the existing 23 public companies that will change their legal form to the ownership of future AD or LLC capital companies will be decided by the Government of Serbia, as provided for in the proposal of the new law, on the proposal of the Ministry of Economy.

The draft law on the management of companies owned by the Republic of Serbia foresees that 23 public companies will change their legal form to a joint stock company or a limited liability company in the coming period.

The new law also prescribes what will happen to the property used by these public companies that become capital companies – AD or DOO.

“Capital companies are obliged to submit to the Ministry a list of immovable property over which they have the right of ownership, i.e. the right of use, no later than three years from the date of application of this law,” reads the proposal of the new regulation.

The government, at the proposal of the Ministry of Economy, decides on the immovable property on which current public companies – and future joint-stock companies and limited liability companies – have the right to use, in accordance with the law, “which will be transferred to the ownership of the capital company, after which the capital company shall perform the registration of property rights”.

Although the draft law does not specify which public companies are in question, as portal N1 already wrote, by searching the data in the records of the Agency for Business Registers, we came to a list of 23 public companies, for which the APR also lists property registered in the cadastre for each specific identification number.

These are the available data for those 23 public companies, with the APR noting that if there is no asset data in the RGZ for the requested ID number, “this does not necessarily mean that the business entity really does not have it”:

JUGOIMPORT – SDPR

According to the data of APR, which took over the property data from RGZ, Jugoimport SDPR owns:

24 plots with an area of ​​1,021,284 square meters,

74 buildings with an area of ​​50,386 square meters,

101 separate parts of the building, with an area of ​​139,852 square meters.

When it comes to plots, the largest are in Užice, out of 782,941 square meters, on which there are buildings with an area of ​​2,033 square meters.

When it comes to buildings, they are the largest in Jagodina, with 22,029 square meters.

PUBLIC UTILITY COMPANY SERVICE PRIBOJ

PUK “Usluga” Priboj has:

14 plots with a total area of ​​31,851 square meters,

5 buildings with an area of ​​888 square meters,

3 separate parts of the building with an area of ​​3,242 square meters.

These properties are located in Priboj.

JP NATIONAL PARK KOPAONIK

The total area of ​​Kopaonik National Park, according to the data of the Institute for Nature Protection of Serbia, is 11,969.04 hectares, of which 9,862.6 hectares are state property, and 2,106.98 hectares are privately owned and other forms of property.

According to the data that APR received from RGZ, the Public Company NP Kopaonik has 18,034,480 square meters of land in the municipality of Brus, and 53,364,410 square meters in the municipality of Raška, which is about 7,139.9 hectares.

JP NATIONAL PARK ĐERDAP

NP Đerdap, according to the data of the Institute for Nature Protection of Serbia, has a total area of ​​63,786.48 hectares, of which 45,454.87 hectares are state property, and 18,331.60 hectares are privately owned and other forms of property.

According to the data that APR received from RGZ, Public Company NP Đerdap has 10,192,330 square meters in the municipality of Golubac, 182,271,200 square meters in the municipality of Majdanpek, and 67,866,890 square meters in the municipality of Kladovo. That together makes 26,033 hectares.

JP TARA NATIONAL PARK

The total area of ​​Tara National Park, according to the data of the Institute for Nature Protection of Serbia, is 24,991.82 hectares, of which 13,588.51 hectares are state property, and 11,403.36 hectares are privately owned and other forms of property.

According to the data that APR took from RGZ, the Public Company NP Tara has property of 51,467 square meters in Bajina Bašta registered in the cadastre.

JP FOR THE DEVELOPMENT OF MOUNTAIN TOURISM STARA PLANINA

JP Stara planina has, according to RGZ data published by APR, five plots of land with an area of ​​50,769 square meters, 16 buildings with an area of ​​23,274 square meters.

All properties are located in Knjaževac.

This public company is wholly owned by SP RESORT DOO Kalna.

OFFICIAL GAZETTE

JP Official Gazette of property has two parcels of land registered in the cadastre, with an area of ​​1,345 square meters, 10 buildings with an area of ​​5,492 square meters and 18 separate parts of the building with an area of ​​16,187 square meters.

This public company has real estate in 12 municipalities in Serbia.

POST OFFICE OF SERBIA

The public company PTT Saobračaja Srbija has real estate in literally every municipality in Serbia – in 145 municipalities.

According to cadastre data, Posta has a total of:

586 plots of land with an area of ​​804,955 square meters,

766 buildings with an area of ​​200,792 square meters and

395 special parts of buildings with an area of ​​215,230 square meters.

JP Pošta Srbije Belgrade is 100 percent owned by the company MOBTEL-PTT DOO, Belgrade, while it is a co-owner with 0.24 percent of Samačko njuště DOO Bor.

SERBIAN FORESTS

According to the data from the official website, the Public Enterprise Srbijašume manages state forests and forest land on an area of ​​897,118 hectares and performs professional and advisory work in the forests of private individuals on an area of ​​1,222,960 hectares.

The company has, as stated, more than 19 parts – 17 forest farms, the Bureau for Planning and Design in Forestry and the Protection Workshop, made up of 67 forest administrations and 17 work units.

Based on the decision of the Board of Directors of JP Srbijašume from 2004, ŠG “Ibar” Leposavić is managed off-balance sheet in JP, Srbijašume.

JP SHELTERS BELGRADE

JP Skloništa Beograd has real estate in 23 municipalities in Serbia.

In the cadastre, the name of this JP is entered:

123 plots with an area of ​​92,297 square meters,

271 buildings with an area of ​​102,565 square meters and

155 special parts of the building with an area of ​​181,892 square meters.

JP NATIONAL PARK FRUSKA GORA

According to the data of the Institute for Nature Protection of Serbia, the total area of ​​Fruška gora National Park is 26,672 hectares, of which 19,308 hectares are state property, and 7,364 hectares are privately and other forms of property.

According to cadastre data, provided by APR, the Public Company NP Fruška gora has a total of:

3,131 plots with an area of ​​157,849,100 square meters, which is 15,784.91 hectares,

175 buildings with an area of ​​113,536 square meters and

4 separate parts of the building with an area of ​​1,232 square meters.

The irregularities are spread over eight municipalities: Beočin, Bačka Palanka, Inđija, Irig, Novi Sad, Sremski Karlovci, Sremska Mitrovica and Šid.

PUBLIC HOUSING COMPANY OF PRISTINA

For this public company APR does not provide data on ownership of immovable property, but points out that “the data on the property were taken from the Republic Geodetic Institute, if there is no data on the property for the requested registration number, it does not necessarily mean that the business entity really does not have it”.

11,744 plots with a total area of ​​147,667,800, which is 14,766.78 hectares,

308 buildings with an area of ​​186,282 square meters,

58 special parts of buildings with an area of ​​76,088 square meters.

JP Srbijavode has real estate in a total of 67 municipalities.

JP FOR UNDERGROUND EXPLOITATION OF RESAVICA COAL

JP Resavica has registered in the cadastre:

672 plots with a total area of ​​4,670,951 square meters,

848 buildings with an area of ​​216,057 square meters and

120 special parts of buildings with an area of ​​30,184.

Properties are located in nine municipalities, and the largest area of ​​plots is in Despotovac – 2,138,083 square meters and Aleksinac – 1,110,694 square meters.

SERBIAGAS

JP Srbijagas has registered in the cadastre:

244 plots with an area of ​​441,729 square meters,

175 buildings with an area of ​​65,290 square meters and

28 special parts of buildings with an area of ​​43,919 square meters.

Properties are located in 66 municipalities in Serbia.

ROADS OF SERBIA

According to data from the official website of the JP itself – Putevi Srbije performs professional work related to “permanent, uninterrupted and high-quality maintenance and protection, exploitation, construction, reconstruction, organization and control of toll collection, development and management of state roads of the first and second order in the Republic Serbia”.

On the territory of Serbia, there are 16,380,954 kilometers of state roads of the first and second order, 3,465 bridges with a total length of over 154 kilometers and an area of ​​over 1,760,000 square meters, whose value is estimated at around 1.69 billion euros, have been recorded. 109 tunnels with a total length of 31.81 kilometers were built and are in operation on state roads in Serbia. There are 32 tunnels on the highways (16 with two tunnel tubes).

JP Putevi Srbije is a co-owner of the company for production, trade and services Leonardo from Čačak, with a share of 0.55 percent.

SKI RESORTS OF SERBIA

JP Ski Resorts of Serbia is registered in the cadastre:

The properties of this public company are located in three municipalities: Stari grad, Čukarica and Novi Sad.

JP NUCLEAR FACILITIES OF SERBIA, VINCA

JP Nuclear facilities of Serbia have one plot of land with an area of ​​36,745 square meters and nine buildings with an area of ​​1,759 square meters registered in the cadastre.

All are located in the municipality of Knjaževac.

JP EMISIONA TEHNIKA I VEZE

JP Emisiona tehnika i konzecije has registered in the cadastre:

97 plots with a total area of ​​218,696 square meters,

166 buildings with an area of ​​7,679 square meters and

The public enterprise for the management of protected forests, parks and hunting ground “Borjak” has registered in the cadastre 22 plots of land with a total area of ​​373,860 square meters in Vrnjačka Banja.

JP “NETWORK-MOST”

For the Public Enterprise Development and Improvement of Information through Electronic Media in the Serbian Language in the AP Kosovo and Metohija “Mreža-Most” Belgrade APR does not provide data on the ownership of immovable property, with the note that “the data on the property were taken from the Republic Geodetic Institute, if for the requested registration number, there is no property data, this does not necessarily mean that the business entity really does not have it”.
