Morski.hr, which regularly reports on the illegal occupation of maritime property, presented another such case, this time in the town of Slano.
In this picturesque place on the Dubrovnik coast, just a few meters from the office of the Port Authority – the institution responsible for sanctioning and ordering the removal of illegal obstacles – there is one just like that, the professor warned. Igor Legaz who recently freed from usurpation the territory of the maritime property in front of Villa Elite in Dubrovnik.
Professor Legaz, namely, in Slano, on the area of a huge public organized local swimming pool near the Admiran Hotel, found a huge area of the coast fenced off. In order to “walk” on the beach, Legaz had to jump over the iron fence on the eastern side of the beach, in the center of the town, and he recorded the whole incident on camera.
They quickly unlocked the door
“According to the way the fence was placed, it is easy to conclude that the administration of the Admiral Hotel financed the installation of the fence in order to prevent or (at least) limit people from using the local beach,” warns Legaz, who filmed everything and published a video, after which the hotel removed the chain and unlocked the gate of the fence and thus enabled everyone to move freely along the coast in the area of the public local swimming pool.
This, however, did not solve the problem.
“Both fences should be dismantled, and the parts of the fence between the fence and the sea should be removed. The ‘tail’ on the eastern fence, which protrudes over the sea, is extremely ugly,” says Professor Legaz, who also announced a new campaign to liberate Croatian territory from occupation.
The harbor master saw nothing
Captain of the port outpost Dubravko Vuković he says that he had no knowledge of the occupied maritime property and that no one reported it to him. For all other questions, he referred the journalists to the city of Dubrovnik.
President of the hotel management Pero Vican he told Morski.hr that he is not the owner of the hotel, as many think, and that the owner did not occupy the maritime property.
“He did not occupy anything. Can I ask you, suggest that you come and visit the resort with people, etc. Because you are already going with your assumption that this is so. I tell you that this is not so. We did not occupy anything and all the citizens in four places I can go to the beach, but I can’t go through the entire reception. It’s like in the Excelsior Hotel, everyone takes the elevator to the beach. There is an entrance where you go in, and we have four of them. The beach is so big that there can be a huge number of people on it Do you understand? This is the result of some games…” said Vićan.
He also denied that there is a fence in front of the complex that encloses the entire area of the maritime property.
“If you mean the one towards the center of the town, then it encloses so that people cannot go there, I don’t know who… You know that there are a lot of ill-intentioned people who stay in Croatia and in every hotel. It is not an entrance for anyone. You were not on the ground, so you have the wrong idea,” said Vićan.

Will they remove the fence though?
After the journalist explained to him that nothing on the maritime property should prevent citizens from passing and that the hotel does not have a license or concession for this, Vićan asserted that he is probably not among the concessionaires who have permission to fence with or without payment, but that “now start that process”.
After the journalist explained to him that this would not be possible, because the previous permits were obtained under the old law, while the new law excludes concessions that include the fencing of the sea and maritime property, Vićan asserted that he would not get the permit anyway and that he would do everything according to by law they have to do it, even if it means removing the fence.
“Everything that we have to do according to the Law on Maritime Property and Sea Ports, we will do,” concluded Pero Vićan.
