The world is entering a new era that calls for new strategies to avoid an arms race and reduce the risk of misperception and consequent conflict escalation, US National Security Adviser Jake Sullivan said on Friday.

“Today, we are entering a new era, which requires new strategies and solutions to achieve the goals we have always had: avoiding an arms race, reducing the risk of misperception and escalation and, most importantly, ensuring the safety and security of our people and around the world from the nuclear threat,” Sullivan said in a speech at the Arms Control Association’s annual meeting.

US government adviser accused Russia of striking a blow to the nuclear arms control structure of the post-Cold War while claiming that China, for its part, chose not to enter into dialogue on the matter.

“The United States is willing to engage in new multilateral arms control efforts, including through the five permanent members of the UN Security Council [CSNU]the P5: US, Russia, China, UK and France,” said Sullivan.

The adviser noted that some of the Permanent Member States of the UNSC have agreements among them, such as the US-Russia ballistic missile launch notification agreementbut more efforts should be made on the matter.

Notably, Sullivan called for the signing of transparency and dialogue agreements and the formalization of a missile launch notification regime. between the US, UK, France, Russia and China.

He also cited “increasing nuclear threats” from China and Iran as a cause for concern, but added that “the United States don’t need to increase our nuclear forces only to outperform our competitors’ combined total in order to successfully stop them”.

“We declare our willingness to engage in bilateral arms control discussions with Russia and China without preconditions,” he said.

Sullivan added that he believes Washington’s response to Moscow suspending the New START Treaty was “legal, proportionate and reversible” and would show Russia the benefits of returning to full compliance with the treaty.

“We are prepared to comply with the core limits of the New START Treaty, and the Russians have indicated that they are also willing to do so. […] we agree with the Russian position,” he said.

In addition, the official stated that the US is ready to start negotiations with Russia on nuclear risk management and a post-2026 arms control framework and that China could engage in dialogues with Washington on the matter.

“I believe that the PRC [República Popular da China] could make the bold decision to engage directly with the United States in discussions about strategic stability and nuclear risk and that it would be the responsible thing to do for the benefit of both our countries,” Sullivan said.
