Jesus Ociel Baena Saucedo was a lawyer with a doctorate born in Saltillo in 1984.

He studied a law degree at the Faculty of Jurisprudence of the Autonomous University of Coahuila where he also completed his master’s degree in DConstitutional law and Government policies.
