Representatives of the General Staff emphasized that issues of booking for money would not be discussed before the new wave of mobilization.

The General Staff of the Armed Forces of Ukraine refused to agree on the rules for the reservation of especially important personnel through the payment of an additional military fee until it carries out mobilization measures. This was announced on April 15 in a commentary to NV by People’s Deputy, Head of the Parliamentary Committee on Economic Affairs Dmitry Natalukha.

“We understand that their position (the military) Red.) will be decisive. We locked ourselves in the same office with military personnel, officials from the Ministry of Defense and the General Staff. After several hours of quarreling, we came to an understanding,” the people’s deputy assured.

During the discussion of this complex issue, representatives of the General Staff emphasized that they need to understand who they will staff the new brigades with. At the same time, no official position on economic reservation, including the condition of paying 20 thousand hryvnia for each employee, was heard from the General Staff. At the same time, it is known that the majority of military personnel have a negative attitude towards this proposal.

“We need to be able to pay for their work and finance the offensive. Both positions are adequate and understandable. If we keep a balance between the economy and the needs of the mobile reserve, then neither the General Staff nor the Ministry of Defense will be against any reservation model,” Natalukha still believes.

In addition, economic bookings, according to Natalukha, are not accepted due to “lack of priority.”

Two economic booking models

Let us recall that at the beginning of 2024, Deputy Head of the Presidential Office Rostislav Shurma proposed economic reservation for workers with a salary of 30 thousand hryvnia. A similar model was proposed by Dmitry Natalukha, head of the economic committee of the Verkhovna Rada, but only with the payment of a monthly military tax of 20 thousand hryvnia.

As Natalukha explained, these two basic models differ in that in the first model such reservations do not apply to self-employed individuals. In addition, only part of the funds will be transferred directly to the Armed Forces of Ukraine, since this is a salary, so somewhere at least a third of the money will go to the local budget.
