Denis Malyuska said that the number of convicts is increasing, and the number of correctional institutions is decreasing. In addition, prisoners for collaborating activities are in danger, because other categories of prisoners do not like them.
The mobilization of men in prison will solve two problems at once: the overload in Ukrainian prisons and the need for more personnel in the Ukrainian army. Minister of Justice of Ukraine Denis Malyuska stated this during the telethon.
“We will win in two aspects. Firstly, we will have military personnel. In the second aspect, we will not have to think about how to protect them, feed them, take care of them. Especially in conditions of scarce resources and in conditions of a limited number of prisons,” – said Malyuska.

He clarified that now the number of prisoners is increasing significantly, especially due to collaborators and traitors, who have recently been systematically sent to jail. But the number of correctional colonies is decreasing.
“We may burst at some stage, so we need to think about how to reduce the number of those we care about in our institutions,” Malyuska noted.
The Minister of Justice explained that prisoners under articles of treason and collaboration are in danger in prison and this is risky for their life and health, because other prisoners do not like this category.
“Accordingly, I can say that the number of people per institution per institution area is growing, and growing significantly. This is a big problem and it needs to be solved somehow. I can’t even imagine how long-term. Perhaps mobilization will become this recipe, which will save us for at least a year or two,” Malyuska emphasized.
Let us recall that on April 8, the Verkhovna Rada Committee on Law Enforcement Affairs recommended adopting Bill No. 11079-1 on the mobilization of convicts. The document prohibits the mobilization of those convicted of crimes against national security. This document was developed together with the General Staff, the Ministry of Defense and the Ministry of Justice.
On April 9, Chairman of the Council of Ground Forces Reservists Ivan Timochko said that so far in Ukraine there are no legal grounds for calling up imprisoned citizens for service. No special algorithms have been created for how this should happen.
