Also in the US Congress they are trying to oblige the president to tighten sanctions against the Russian Federation.
The Congress of the United States of America may authorize the confiscation of assets of the Russian Federation for the needs of Ukraine.
The Ambassador of Ukraine to the United States Oksana Markarova reported on the social network Facebook that the bill “Peace through Strength in the 21st Century Act”, promulgated on April 17, provides for Ukraine.
Firstly, we are talking about the possibility of confiscation of the sovereign assets of the Russian Federation in favor of Ukraine.
“In particular, the President of the United States is given the authority to apply the procedure for confiscating sovereign assets with the subsequent transfer of the corresponding funds to special funds (Compensation Fund, Ukraine Support Fund). At the same time, the President can agree on an algorithm for the transfer of confiscated Russian assets to Ukraine with the G7 states, the EU, Australia and other US partners,” Markarova noted.
Secondly, the bill provides that no later than 90 days after its adoption, the President of the United States must submit a report to Congress indicating:
- every individual and legal entity subject to EU and UK sanctions;
- every person and entity that meets the criteria for U.S. sanctions under the Global Magnitsky Human Rights Accountability Act of 2016; and also meet the criteria for sanctions under a number of executive orders of the President of the United States. We are talking about sanctions related to certain harmful activities of the Russian government; a ban on certain import and export transactions, as well as new investments in connection with the ongoing Russian aggression; a ban on new investments and the provision of certain services to the Russian Federation in response to ongoing Russian aggression.
“The President of the United States should impose sanctions against each individual and entity identified in the above report as such, who are subject to EU or UK sanctions and who meet the above-mentioned US sanctions criteria,” the ambassador said.
In addition, the law contains a number of other sanctions provisions that do not apply to Ukraine and provide for intensifying the fight against the spread of fentanol, strengthening US sanctions policy, combating money laundering, strengthening information security, intensifying the fight against crime and other issues of US domestic policy.
Markarova noted that the Rules Committee must develop a procedure for considering the bill and agree on its submission to general debate. One option is to choose a procedure that would combine all US foreign aid bills and the 21st Century Peace through Strength Act into one package.

In part of Ukraine, the bill provides for the allocation of $61 billion. The bill requires the State Department and the Pentagon to present a US strategy to support Kyiv within 45 days of passage.
