In Ukraine, from June 5, they will begin to check all holders of all bank cards.  What's happening

The National Bank of Ukraine has obliged all commercial banks in the country to report on household payments using cards, regardless of their amounts. The change comes into effect on June 5th. This applies to cards issued by both Ukrainian and foreign banks.

The movement of money of Ukrainians on the cards is taken under control

As early as June 5, the NBU ordered Ukrainian banks to report on all card payments of the population, regardless of the amount.

Financiers will transfer data to the NBU on the types of card transactions:

  1. P2P transfers (when individuals transfer money to each other).
  2. Replenishment / withdrawal of cash from card accounts at cash desks or ATMs.
  3. Internet payments.

Moreover, for Internet payments, detailed information is required:

  • with account numbers from which payments will be made,
  • with data on recipients – EDRPOU Internet sites,
  • the number of payments, all amounts;
  • in the context of all cards – both Ukrainian and foreign (thus, “refugee” money is also taken under control).

This is stated in the internal letter of the National Bank No. 25-0005/38228.
It is known that the NBU has not yet requested information about people’s card payments in stores.

Most likely, the purpose of data collection is financial monitoring.
Bankers argue that this information can be collected for law enforcement agencies, or for tax, to provide law enforcement / fiscal information upon request. It is quite possible that financial monitoring is within the framework of the requirements of Ukraine’s international creditors.
