Zelensky appointed the heads of the Donetsk and Rivne Regional State Administrations

President Volodymyr Zelenskyi appointed Vadym Filashkin as the head of the Donetsk regional state administration, and Oleksandr Koval as the head of the Rivne Regional State Administration.

The relevant decrees were signed on December 27 and published on the president’s website.

Since 2019, Filashkin has been the deputy head of the Donetsk Regional State Administration, and Koval has headed the Rivne District State Administration in March 2021.

On December 12, their candidacies were approved by the Cabinet of Ministers.

Who is Vadym Filashkin

  • Vadim Serhiyevich Filashkin was born on June 14, 1975 in the village of Watermelon in the Mykolayiv region.
  • In 2002, he graduated from the Mykolaiv State Pedagogical University, majoring in “Pedagogy and methods of secondary education. Physical culture and pre-conscription training”. In 2008, he received a law degree at the Kyiv National University of Internal Affairs. He is a candidate of legal sciences, majoring in criminal process and criminology; forensic examination; investigative activity.
  • From 1995 to 2001, he served in the Armed Forces of Ukraine. Then, until 2007, he served under a contract. At the same time, he studied at the Kyiv National University of Internal Affairs, which he graduated in 2008.
  • In 2007-2008, he worked in management positions of the Main Directorate of the Ministry of Internal Affairs in the Odesa region. From 2008 to 2012, he headed various departments in the organized crime management structure of the Ministry of Internal Affairs of the Mykolaiv region.
  • Since November 2016, he worked as the deputy head of the National Police Department in Donetsk region. And in February 2019, he became the deputy head of the Donetsk State Administration. Married, has two children.

Who is Oleksandr Koval?

  • Oleksandr Serhiyevich Koval was born on October 12, 1987. Has a higher reputation, is non-partisan. The place of residence is the city of Kostopil. This is indicated on the website of the regional council, Oleksandr Koval is a deputy.
  • Prior to the administrative reform, he headed the Kostopil RDA, then the Rivne RDA, which united Zdolbuniv, Ostroh, Kostopil, Rivne, Berezniv, Goshchan and Koret districts and became the territorially largest in the region.
