The Chancellery of the President is analyzing the provisions of the act on the establishment of a commission for Russian influence. Andrzej Dera said on Sunday that the decision should be made in the “short term”. The minister dissociated himself from speculations about what exactly President Andrzej Duda’s decision would be.
On Friday, the Sejm rejected the Senate’s veto on the bill on the establishment of a commission for Russian influence, i.e. the so-called “Lex Tusk”. Thus, the document has already been sent to the president. Andrzej Duda has three weeks to make a decision on this matter, but Presidential Minister Andrzej Dera announced on Sunday that he would not have to wait that long. – One can expect the President’s decision to be made public in the short termbecause the openness of public life is also a constitutional value – declared Dera on TVN24. He added that it would be “shorter” than three weeks.

The law, which establishes a commission to investigate Russian influence, is opposed by the opposition. After Friday’s vote in the Sejm, the left appealed to President Andrzej Duda to veto the bill. – The situation today is such that Mr. President has started analyses. The President’s Chancellery is preparing information for the President on this act, said Łukasz Rzepecki, the president’s adviser. In TVP Info, he added that “the more transparency and legality and transparency in public life – the better, the better for public life, the better for democracy.” – The President, like each of the laws, will give his opinion as a whole in terms of their experience, knowledge, analyzes prepared in the units responsible for this in the office of the president in terms of legality, compliance with the Constitution. There are also a number of factors that will be important when making this decision – said Rzepecki. Let us recall that the president may sign the bill, refer it to the Constitutional Tribunal in a preventive or subsequent procedure, or veto it.
Before Friday’s decision of the Sejm to override the upper house’s veto, the Sejm’s administration and internal affairs committee discussed the bill, which supported the Senate’s veto. – The Commission is to investigate the Russian lobby, influence, and probably the involvement of the agent sphere on the decisions of politicians and decision makers in the field of energy security. Commission investigating Russian influence in Poland with high powers
April 14 The Sejm passed the Act on the State Commission for the Study of Russian Influences on Internal Security in 2007-2022. 233 deputies were in favor of the act, 208 were against it, and 9 people abstained from voting. 10 MPs did not participate in the vote. The law was supported by MPs from PiS, Kukiz’15 and Polskie Spraw. PO, the Left, PSL and Polska 2050 were against it. Confederation deputies, however, abstained from voting. The Commission is to conduct proceedings aimed at clarifying the cases of public officials who, succumbing to Russian influence, acted to the detriment of Poland’s interests. Committee members will be able to analyze official activities, concluding contracts or disposing of public or company funds. Pursuant to the act, the commission will have the power to overrule administrative decisions issued as a result of Russian influence and to ban performing functions related to the disposal of public funds for up to 10 years. Failure to appear before the commission will be punishable by a fine of up to 20,000. PLN, and then even 50 thousand. According to the regulations, the committee is to consist of nine members, appointed and dismissed by the Sejm. This group will include members of parliament and experts. The chairman of the body is to be appointed by the Prime Minister. The committee will not be bound by the principle of discontinuation of parliamentary work, i.e. when it starts its work in the current term of office, it will be able to continue it in the next term. The camp of the United Right claims that “there is no political subtext here, because both the time when PO and PSL were in power, as well as PiS will be examined.” Rafał Bochenek also expressed hope that “the opposition will reflect and will want to get involved, because it is in the interest of all of us that this matter is thoroughly investigated.” This is a response to the assurances of opposition groups that are “rather unlikely to present their candidates to this committee.” According to the opposition, the establishment of such a committee is unconstitutional.
