Prisoners who will be mobilized into the Ukrainian army will serve exclusively in separate specialized units and units.
There are now almost 46 thousand citizens behind bars in Ukraine, some of whom may end up at the front. People’s Deputy of Ukraine Elena Shulyak, chairman of the Servant of the People party, reported details to Radio Liberty.
In the first version of the mobilization bill, legislators allowed the conscription of all convicts, except for persons who committed crimes against the foundations of the national security of the Ukrainian state. Subsequently, after consultations with the General Staff, the Ministry of Defense, as well as the Ministry of Justice, they decided to make changes to the bill.

Not all convicts will be able to exercise the right to defend the state. While still in captivity, prisoners will undergo a series of selections – physical and psychological, and only then military medical commissions and the TCC.
“Convicts who have committed premeditated murder, sexual violence, or crimes related to rape do not have the right to be drafted,” she explained.
The written consent of the commander, who will be ready to take such a person into a military unit, is also required. At its hearing, the court considers the possibility of early release of such a person so that a contract can subsequently be signed with him. These will be exclusively separate specialized units and units that will work specifically with convicts, that is, these people will not be integrated into the military unit, but will form separate units.
Shulyak noted that they will not receive a salary, they will not have the opportunity to go on annual leave. Such convicts will have the opportunity to undergo treatment.
“All these people are registered separately, they are subject to separate supervision as part of administrative supervision,” she said.
Mobilization of convicts and the bill
On April 8, the Verkhovna Rada recommended adopting a bill on the mobilization of convicts. According to deputy Maxim Buzhansky, if this happens, then the prisoners who mobilized will receive parole.
Chairman of the Council of Ground Forces Reservists Ivan Timochko said that in Ukraine there are no legal grounds for calling up imprisoned citizens for service. No special algorithms have been created for how this should happen.
Let us remind you that on April 11 it became known which citizens’ cars are allowed to be confiscated for the needs of the Armed Forces of Ukraine. Representatives of TCC and SP, SBU and relevant units of the Foreign Intelligence Service are allowed to take vehicles from Ukrainians.
