The changes concern documents that are issued by the State Migration Service of Ukraine based on applications received by the State Enterprise “Document”.
The Ministry of Foreign Affairs of Ukraine explained the decision of the Cabinet of Ministers to stop issuing passports to men aged 18 to 60 years who are abroad.
Thus, the ministry emphasized that Resolution of the Cabinet of Ministers No. 443 of April 23, 2024 on changes in the procedure for issuing passports to citizens of Ukraine for traveling abroad concerns documents that are issued by the State Migration Service of Ukraine based on applications received by the State Enterprise “Document”.
“Consular services of the Ministry of Foreign Affairs are provided to citizens of Ukraine in foreign diplomatic institutions, namely embassies, consulates general and consulates of Ukraine. State Enterprise “Document” is not part of the system of the Ministry of Foreign Affairs, diplomatic or consular service. This is a separate state enterprise within the scope of management of the State Migration Service Ukraine,” the statement said.
Thus, the operating procedure of the consular service of the Ministry of Foreign Affairs of Ukraine remains unchanged. It is worth noting that recently the Ministry of Foreign Affairs temporarily limited consulates in providing services to men liable for military service who are abroad.
Issuance of passports to men liable for military service abroad
According to the decision of the Cabinet of Ministers of Ukraine, men 18-60 years old liable for military service will be able to obtain international passports and passports of citizens of Ukraine exclusively on the territory of Ukraine. This is stated in Resolution No. 443 of April 23, 2024.
It was noted that the registration of such documents is carried out in the territorial body or territorial division of the State Migration Service of Ukraine. Such passports are not forwarded to a separate unit or foreign diplomatic institution of Ukraine to organize their issuance.
However, there are exceptions. Thus, passports in foreign institutions will be issued, in particular, to persons with disabilities, parents, guardians raising a child with a disability under the age of 18, and other categories.
