On June 6, at a meeting of the UN Security Council, the topic of which was the Russian occupiers’ detonation of the Kakhovskaya HPP in the Kherson region, Serhii Kyslytsia, the permanent representative of Ukraine to the UN, called Russia’s actions a terrorist attack. Kyslytsia called Russian Ambassador Vasyl Nebenzya, present at the UN Security Council meeting, “a representative of the terrorist regime [президента країни-терориста РФ Володимира] Putin in a permanent place in the Soviet Union.”

“This regime detonated a bomb of mass environmental destruction, leading to the biggest man-made disaster in Europe in decades. […] This is a terrorist act against Ukrainian critical infrastructure, which should lead to the maximum number of victims among the civilian population and cause maximum destruction,” he said.

The Ukrainian diplomat called the actions of the Russians a “terrorist attack committed against Ukrainian critical infrastructure.”

Kyslytsia called for “strongly condemning the Russian terrorist attack” at the Kakhovskaya HPP.

Context:

On the morning of June 6, the “South” operational command of the Defense Forces of Ukraine reported the Russians had blown up the Kakhovskaya HPP.

According to Ukrhydroenergo, as a result of the explosion of the engine room from the inside, the Kakhovskaya HPP was completely destroyed, and it is impossible to restore it.

President of Ukraine Volodymyr Zelenskyi convened a meeting of the National Security and Defense Council. The head of state ordered the evacuation of people from risk areas and the provision of drinking water to all cities and villages that were supplied with water from the Kakhovsky Reservoir.

An evacuation has been announced in the Kherson region. According to the Kherson regional administration, approximately 80 settlements may be flooded as a result of the man-made disaster.

The water level in the Kakhov reservoir is falling by almost 15 cm/h, said Serhiy Lysak, head of the Dnipropetrovsk OVA. Ukrhydroenergo predicts that the Kakhov reservoir will be operational (that is, the water in it will drop to a level lower than the hydroelectric power station) in four days.

Zelenskyi said that the blowing up of the Kakhovskaya HPP dam is the biggest man-made environmental disaster in Europe in decades. According to the information of the President’s Office, as a result of the explosion, at least 150 tons of machine oil got into the Dnipro, and there is a risk of further leakage of more than 300 tons.
